She is an aggressive tank, best played up in the face of your enemy from what i noticed, you aren't invulnerable when you call in your mech. you lose mech health during the animation. Pretty sure you lose girl form health during the animation, at least for the part before the Mech actually lands. I've killed a D.VA during the mech drop animation.
You need to use it to negate burst damage abilities or dangerous shots like from widow. It also can eat things like grav dragons and pulse bomb. How is that not strong. A good dva never uses her full matrix but toggles it on and cancels it a lot to eat the most important incoming damage. Low damage shots and abilities can be healed by supports.

I primarily use Dva's rockets to bully Winstons and other Dvas. She seems to be the best anti-tank tank now, barring a Hog hooking people off the map.
